Mrs. Tomsic explained the duties of the City Manager and the duties of the Office of Mayor and she stated it was not going to change the duties of the Office of Mayor as set forth by the Legislature for 3rd Class Cities, but it would free the Council-men Council-men from being the head of the different departments. depart-ments. Mrs. Tomsic quoted directly from the State Ordinances and Moab City Ordinances pertaining pertain-ing to the Office of Mayor. Manager type City Government Gov-ernment would take the pressure off the Council-men Council-men on a day to day basis because the Manager would have the authority to make day to day decisions, thus freeing the Councilmen to concentrate concen-trate their energies on formulating policy and making those policies work. Having a City Manager was not going to take the authority away from the Office of Mayor nor the City Council, they would still be the governing body, still make decisions to be followed through by the Manager. The City Manager as she explained explain-ed it should be a man with the ability to get necessary parts for the disposal plant, for example exam-ple without having to wait until he gets authorization authoriza-tion from the Council to order such parts, thus expediating the repairs and the plant staying in operation.
