Show Letters to the Editor City Engineer Explains Street Streit Situation Here After Paving Aug 12 1957 1951 Mr Sam Taylor Editor Moab Times Independent Moab Utah Dear Sam It has been brought to my attention attention at that the people of Moab are concerned about the street repair program Just lust completed Itis It ItU U L' unfortunate that we were unable unable un able to forewarn them concern concerning ing big this present period of inconvenience Inconvenience Inconvenience Incon Incon- but there are too many for u us to contact everyone per I If If however you feel It ItI Itis itis I is of sufficient Interest to your I readers to Justify the publication of the following Information we I of the Moab City Engineering Department would be most grate grateful ful To begin with our problem was to provide a maximum of protection to the existing surface I at a minimum of expense Our present streets are for lor the most part on the sand and are without adequate base To rip up the old surface sub excavate the grade Install proper roper base material ma and relay an asphalt sur sure surface surface face would represent a terrific expense and one which the city cannot presently afford Consequently Consequently Conse a schedule has been hem worked out allowing us to spread that operation over a 1 period of five years and we will get un an underway derway way on such a program next year ear In the mean time the cracks and holes in the old surface were allowing moisture to penetrate the destroying rapidly the entire surface A regular sealand sealand seal sealand and chip or sand Job would have stopped that deterioration for about one year but would have required resealing reseating annually with the volume of traffic our streets are handling The annual expense of this sort of protection would I I I have delayed or perhaps prevented prevent prevent- ed cd our getting the complete resurfacing re reo surfacing we need We were left with only the one course then which is an unpleasant one for fora a short period but which will give us the long term protection we must have The use of s J Inch rock detracts from the smoothness smooth smooth- smoothness ness of the surface but adds greatly to the final strength The use of a medium curing oil length length- lengthens lengthens ens the period of Inconvenience I and coupled with Ith our high temperatures temperatures temper tempers Is conducive to the bleeding action we are now I experiencing however It is this longer curing period which will provide good bonding between the stone and the asphalt and give us the water water repellant repellant s sur surface sure r. r face we need Under present con of temperature and traffic ftc fic load I would estimate nearly 30 days before full curing is accomplished ac a although l I t tho h o u ugh g h another week should see us through the worst In order to reduce th the In Inconvenience ins In- convenience as much as possible the city Intends to spread some sand on the worst areas arens but this actually delays final curing and will detract somewhat from the surface I hope that these remarks will help people to understand the problem and provide them with some hope for eventual betterment better ment of what is now an Inconvenient Incon situation Thanking you and with kindest personal regards I am Yours very truly Davis C.
