| Show MORE FROM GRAND COUNTY the lower house of the legislature has passed HJ R no 6 by bonmon which increases the per capita distribution of state school funds fron 25 to 35 for each child of school age the baillif approved by the senate and signed by the governor will compel the state board of equalization to increase ohp state district school fund so as to bring in about more revenue to be distributed among the school districts of the state the measure would cost the taxpayers of grand county a cool in other words the taxpayers would pay into the coffers of the state treasury more than they would receive in the per capita distribution of these school funds prominent among those ap posing fhe bill in the house was representative hammond of moab who vigorously if unsuccessfully attacked tha measure sundays salt lake tribune had an editorial protesting against the proposed increase in taxes and we trust that it will be thoroughly digested by the state senate before it acts on the measure the tribune editorial follows in view of the platform pledges of both major political parties to work for a reduction in taxes it is not easy to understand the action of the lower house of the utah legislature in approving H J R no 6 which contemplates an increase in thu state district school tax of approximately or about 3 per capita the first year it can become effective with steady advances thereafter the resolution sponsored by mr bennion proposes to amend the constitution so as to provide a state district school fund ot 35 instead of 25 for every child in the state of school age on its face the proposal indicates an increase in the state school tax of 40 per cent but in reality it will be nearly 50 per cent in the 25 now provided under a levy of 4 8 mills is included revenue from other sources such as the school land grants which aggregates about a year the state school ta last year was about to which other revenues were added the outside revenues will not appreciably increase so the full additional 10 must be raised by a general levy which will reach every dollars worth of property in the state in other words the state district school tax which is now a little in excess of G per capita will be increased to more than 9 tor every man woman and child m utah the state district school tax will be advanced from 4 8 mills to about 71 mills baledon Ba sedon the assessed valuation of the state in 1926 and it e school census ov in effect the proposed amendment will mean increases in state district school taxes in the various counties approximately as follows beaver boxelder Box elder cache carbon daggett 1100 davis duchesne emery garfield grand iron juab kane millard morgan diute piute rich 6 salt lake san juan sanpete San pete sevier summit thoele tooele uintah utah wasatch washington wayne 2500 weber there is no limit imposed m the matter of local levies under this proposal and the aid from the state is wanted for fur ther expansion which will mean as it has always meant in the past that the local levies at best would remain stationary but might be further advanced there is no sidestepping the fact that the state district school tax will be increased about a year and most probably it will be approximately added to the aggregate tax burden as it now exists |
