Show THE BIG LAND STEALERS. The New York Heralrt gives the particulars of a purported secret pact between Russia and Japan, the intention of which is to steal Manchuria and partition it between them. If true, the statement will surprise no one who hss watched the operations opera-tions of those two powers for a year past, only we think the purpose is to take Mongolia for Russia and Manchuria for Japan. It hss seemed to be a plain rase. Every act of Japan in Manchuria has lei'n one of aggression, and Russia has been performing per-forming just as she has with powers around her for 100 years past She claims that there is a dispute about boundaries; this is followed by the sending of troops, and then the absorption of the country. The plague has held both countries in psrtial check for some months past, hut it will he resumed, and neither country, no matter what their professions may be. will sign any arbitration treaties until that has been aeomplished. There is a little ex-ruse ex-ruse possibly for Japan, for i.he needs more land, but on the part f Russia it is simply the old land lust which has been chronic with her since she rmindi'il into form as a nation. |
