Show THE JAPS. The New York Sun has a picture of Count Gambei Yamaruoto. the new premier of Japan. In the picture he looks to be a gentleman about seven feet high. He i eovered with insignia, epaulets and deeorationa without number, and makes a most impressive appearance. We suspect that he is about four aud a half feet high, and that he ia not profound looking, although the head ia splendid. The Japanese have proven in the laat ten years that it will not do to look down on them any more than it will on a violin in a big orchestra.
