F. L. Mlchle. John Blddle and Peyton March. All will be made brigadier generals. Mlchle Is at present serving as aide to Major General Hush L. Scott on the Root mission to Russia. Colonel Piddle has been superintendent st West Point and recently was called to Washington to assume temporary command com-mand of the Sixth regiment of engineers. en-gineers. Colonel March la a prominent figure In the aervice. Secretary Baker Is at present urging upon congress enactment of a provision pro-vision raising all present major generals gen-erals to the rank of lieutenant general and all brigadier generals to major generals. The prime object Is to have American Ameri-can commanders abroad rank equally with the European generals with whom they will cooperate upon the firing line. At present the American commander. General Pershing, wilt be Junior In grade to every commander In Europe, even the Portuguese. Sixteen divisions of national gusrds-men gusrds-men are to be raised, and fourteen major generals will be required to lead them.- !- Only two states now have divisions snd major generals. They are New York and Illinois.
