Show Oppose Home Rule Measure Business Men Voice Views Point Return to Old Method PROMIXKNT business and profoswional ' mrn of SbU Lake today expressed themselves as opposed to the bill passed in the lower house of the I'tuh legislature known as the Home Hule bill, which changes the civic government of the city by what is declared to be a reversion praeticajly to the old conncilmanic form of government. The opposition to the proposed change centered largely on what was declared an attempt to relegate Salt Lake's government into the hands of the politicians. All held the bill, if passed and signed by-Uovaruor Malw.v, would maii that tlm nity would im ntiwo b controlled by ward politicians and political bosses. The proposed change was generally held to be a step backward in civic government. govern-ment. It was cited that out of .'(X) or more cities that have adopted the commission form of government but two had reverted to the councilmanic or ward form. . Several prominent citizens declared that they would go a step further than the commission form now in use in Salt Lake and turn to the city manager form. "I am very much opposed to the bill ss It stands and any change that i would mean a reversion to our old form of city government by wards." said K. O. Howard, president of Walker Walk-er Hrothers Bankers. "The adoption of the proponed measure would bring about the old control of the city by politicians. I would go even further than the commission form now in use and hire a city manager. I favor paying pay-ing the right man as much an $26,000 a year to manage our city affairs, but, above all, I am opposed to such a reversion re-version as this bill contemplates. AGAINST CHANGE. "There should be no change such as Is provided for In this so called home rule bill." declared Ft. llawley, president pres-ident of the Commercial club. "It would bring about the old conditions wherein the ward politicians held sway, if there is to be any change at all, 1 favor the city manager form of government. gov-ernment. But don't let us return to government by the bosses. The figures fig-ures quoted to show greatly Increased expenses of city government under the commission form are deceptive. We are a growing city, and, of course, it costs more to conduct our civic affairs, i especially If we are to have those Improvements Im-provements that a progressive city needs. I see In the bill an attempt by the politicians to regain control of the city and Its government. ' MEANS REACTION. The bill means a return to government govern-ment by the politicians,' said Jamea Invebretsen, attorney. "H Is a cute trick of the poll lie tans to deceive the people by calling the councllmen commissioners. com-missioners. It would mean additional expense In the creation of another commissioner, so called, and this would mean another department. And such a department would probably want $100,600 or more a year to spend. The adoption of the law would surety be a big step backward for our city. There are only two or three cities which have returned to the council-manic council-manic form of government after having hav-ing tried the coin ml as Ion form. There are over 600 cities now using the commission com-mission form of government and more turning to It or the city manager form every year. The whole tendency In these days Is toward the commission form of government and we should not turn backward In the management of u r S Ll VJ H ""i |
