Show UPPER HOUSE VOTES 66 TO 4 FOR MEASURE Congress Expected to End Session Late Today FLASH WASHINGTON Congress ujMiiis sine die. WASHINGTON, Dec. 21 (INS) Quick adjournment of the special session of congress today was foreshadowed after the senate passed the Wagner-Steagall Wagner-Steagall bill and sent it to conference con-ference with the house. The vote on passage of the housing bill was M to 4. The house had waited all afternoon for the senate to dispose of the housing measure with a view to rushing it to conference between representatives of the two branches of congress for adjustment adjust-ment of differences. Immediately after the senate whisked through the bill to launch a building boom, a resolution was adopted appointing a committee to join a similar committee from the house in notifying President Roosevelt Roose-velt that congress was ready to adjourn ad-journ sine die and asking whether the executive had' any further messages mes-sages to submit Mere Formality Since the president had been earlier advised of the purpose of the congressional leaders to ring down ths curtain on ths session today, to-day, the notification ceremony was a mere formality. He had no further fur-ther business to propose. Thus wound up the special session of congress called by President Roosevelt to meet an emergency to take action to revive business ' and agriculture. Not a single major piece of legislation reached the president's hands for signature during dur-ing the special session. Lodged in conference with the housing bill was ths bitterly fought farm aid bilL While a quick agreement agree-ment on the housing bill was believed be-lieved certain, at least a month of wrangling in conference on the farm bill was in store, with both measures meas-ures to be reported to the session of congress beginning January i. Measures Go Over Tax revision, reorganisation of the executive branch of the government govern-ment creation of regional planning boards and thrusts at monopolies in industry these went over to the January session. Special to Ths Telegram WASHINGTON, D. C. Dec. Jl Behind the guidance of Senator Elbert El-bert D. Thomas of Utah, the senate Tuesday had ratified the international interna-tional sugar agreement negotiated at ths London conference. The senate attached a reservation that the United States has ths right to change its sugar tariff whenever congress sees fit "The combination of the sugar treaty and the domestic sugar act passed last session has put Utah's beet sugar industry in a more stable sta-ble position than it ever occupied before." Senator 'niomas aaid. Ths treaty Is important to Utah. , bs said, because it tends toward re- strietion of growing foreign sugar and toward stabilization of world production and distribution. Senator Thomas, who moved for ratification, induced senators from Wyoming.. Colorado. Louisiana and Florida to withdraw demands for a reservation to increase domestic quotas should the Philippine quots be reduced. . The demands, the Utahn said, would "mess up ths whole thing." |
