Show Russia Denies Olcehingj Nazi Bulgarian Move MOSCOW, Jan. 13 (UP) Russia mi de it known Monday that it had no knowledge of the presence Df any German troops in Bulgaria and had not given its consenl to any German military mili-tary move in that key Balkan country bo dering on Greece and Turkey. A statement Issued by the official of-ficial news agency Tass only a few hours after a banquet at the Splrl-donovka Splrl-donovka palace in celebration of the new Russo German trade agreement made the announcement announce-ment At the same time the army newspaper organ Red Star In Its weekly war review emphasized Italy's difficulties In Albania and northern Africa. Interest Indicated .The Tass statement on Bulgaria (which seemed clearly a statement of Russia's close Interest in any German move there) was as follows: fol-lows: "Referring to certain Bulgarians as a source of Information, the foreign press circulates a report that a certain number of German troops already have been dispatched dis-patched to Bulgaria, that th dispatching dis-patching of German troops to Bulgaria Bul-garia Is continuing with th knowledge knowl-edge and consent ot the soviet union and that the soviet union has replied by consent, to an inquiry in-quiry by the Bulgarian government govern-ment concerning passage of German Ger-man troops to Bulgaria. No Consent Given "Tass Is authorized to state that: "1. If German troops really are present in Bulgaria, and further if the dispatch of German troops to Bulgaria is really taking place, then all this occurred and is occurring oc-curring without the knowledge and consent of the soviet union, since the German side has never raised before the soviet union the question ques-tion of th presence or dispatch of German troops to Bulgaria; "2. In particular, the Bulgarian eovernmpnt hm npvr annrnjirhri the aovtet union with an Inquiry regarding the passage of German troops to Bulgaria and consequently consequent-ly could not receive any reply from th aovlet union." Industrial Reorganisation A decree signed by Josef Stalin and V. M.
