A number of warrants based upon the indictments growing . out of the alleged election frauds at the State and Congressional elections of 1301 have not been served for the reason- that the persons named cannot b located. It is said that a number of them are dead. It Was the alleged frauds committed at this election elec-tion that influenced former Congressman Congress-man John F. Shafroth to resign his seat in the lower house of Congress In favor of the Republican contestant. Robert B.
