There was considerable delay in opening the convention. Permanent Chairman James H. Anderson, according accord-ing to the caretakers at Assembly hall and In the Tabernacle Bureau of Information, Infor-mation, had neglected to make the arrangements' ar-rangements' for the use of the Assembly nail until the last minute, and the hall was not opened for the reception of the delegates until 10: JO o'clock, when Mr. 'Anderson appeared, secured the keys and, had the hall opened. There was s greater number of delegates waiting In the Tabernacle grounds at 10 o'clock for the convention to be called to order, than there was present when the meeting meet-ing was formally opened. Twenty Delegates Present. ' When Chairman Anderson called the session to order there were twenty delegates del-egates In the hall. Three others came in later. In" his address of welcome, Chairman Anderson accounted for the light attendance by the reason that there are other attractions in the city ' that had probably enticed the delegates away. . Oov. Cutler was present and read a speech of welcome. In , which he congratulated con-gratulated the delegates upon their representative appearance. He caid that special study and good scientific systems sys-tems were needed as much in the building build-ing of roads as in the construction of great structures. The drift of modern scientific research was toward the solution so-lution of practical problems, and the science of road-building has been developed de-veloped to ' the point where it Is a recognized science, as much as architecture archi-tecture Is. Oov. Cutler urged .the study of and the application of scientific methods, and said that the present roads and bridges of the 8tate were not equal to the needs of the State. Papers Submitted. '.
