NOVEMBER ELECTION WILL BE FIRST TEST OF CANDIDATE HOOVER AS A VOTE GETTER Editors Editor's Note This Is tM the fourth ot of a serIes ot of articles roundIng up the political situation to dat date By RODNEY DUTCHER N NEA EA Service Writer W WASHINGTON Herbert Hoover Is runnIng for elective office for tor the first time In his life Whether the tact fact that Hoover was never chosen for tor a senate te seat or a governorship and that Smith has repeatedly repeatedly re- re demonstrated a phenomenal capa capacity as a vote getter will mean anything In thIs campaign one does not know But while the Democrats are happy hap hap- py Dy over a with candidate with a per per- per per- th the Republicans are not quite so enthusiastic In that respect Naturally they hold theIr man to be infinitely more fitted for the presidency presidency dency than Smith but they rent arent so sure how he will get over oyer with the mob Ho He Is not ot of course at all at home before a crowd He Is no rousing rabble tighter fighter at all He eveh seems rather frosty There are plenty ot of Instances to show that all that Isn't a prime requisite I in a candidate but the contrast contrast con con- between Hoover and Smith Is Isso isso so startling that politicians often mention it On the other hand hanel certain smart p make the claim that Hoover is 15 nearer to the hearts of the people peo- peo pIe than any anyone me else In public life Insisting that he can be just as effective ef- ef over the radio as an anyone one else can on the platform and that Its It's going to be largely a a. radio campain cam lm pal pain n anyway In so tar far as the can can- are concerned they point to the tho fact Hoover has In the past ten tenor tenor or twelve years ears made personal appeals ap- ap peals eals to mote rs than any other ten men JIG lIo Is Americas America's big drive man We Ve all helped him save food tood Nearly all ot of us have helped him relieve everone and everything that needed relief from Russia to the flood lood areas We Ve gave ave him our dollars and dimes When we lve ive a man our money say these optimIsts he can easily obtain our votes Many of us are so constituted constituted that It takes no more than something like that to sway us So much for tor personalities Hoover Hoo- Hoo ver Is a sensItive soul and writhes under criticism but he Is not exl expected ex- ex l to make any bad breaks S C S The popular theory Is now that he Is goIng to g get t a a. majority ot of the women's votes Many Democratic Demo Demo- cratic women reply that theIr sex is Interested In a virile two fisted smiling person like Smith Anyway Anyway Any Any- way millions of them probably will refuse to be guided by mere party labels Unless other complications enter eater In Hoover ought to appeal to the conservative rural distrIcts Eastern East East- em ern Republicans are depending on that to save them such important states as New York Massachusetts and Connecticut they concede Smith city majorities but believe state those can be wiped ot off out In the I Democrats are counting on the so- so called German vote voto to turn almost solidly against Hoover They hope voters of German descent will recall Hoovers Hoover's German anti propaganda during his BelgIan relief work worl and hold hIm partly responsIble for brInging the United States Into the war This vote of course contrIbuted contributed contrIb contrIb- to the heavy Democratic defeat of 1920 Some of Hoovers Hoover's leaders arent aren't very ery Inspiring so that his own genIus for tor organization ought to be bea a great help to the part party It is probably just as well vell that Hoover himself will be boss and will make all the important import decisions Senator George Georgo Moses of New Hampshire Is the smartest and most able of the Hoover managers Dr Work Vork and JIm Good are as much noted for their lack ot of tact as anything anything any any- I thing else But though two or three or of th capt captaincies are occupied by new faces the great national Republican Republican lican machine remains much the same
