C said the committee action seems to mean that if there is going to tobe tobe tobe be any kind of a bill somebody will have to start all over again Doughton declined to disclose how the members voted but it was reported that the vote was 16 to 8 8 The bill would have provided for federal unemployment benefits to supplement state payments up to per cent of normal state benefits for a period of 26 weeks State governors have contended that administrative provisions of the proposal would constitute an invasion of states' states rights and sand would lead to federalization of state unemployment compensation programs
