laige objective we Include our constant struggle to safeguard Jard ourselves against the attacks of the lawless and the criminal elements of or our population Relentlessly and and without compromise compromise com corn promise the department o of justice has moved forward in its major offensive against these forces With inci increasing easing effectiveness state and local agencies arc are dIrecting directing directing di dI- their efforts toward the achievement of law Jaw enforcement and with them in more marked degree than ever before the federal federl fed fed- eral erl government has worked toward toward toward to to- ward the common objective Praises Workers It Is a privilege to pay tribute to the men and women who inman in inmany inmany man many capacities official and otherwise se have contributed to our growing success To a much greater extent than is generally realized our law enforcement officers officers of of- throughout the country have hav rendered devoted conscientious conscientious tiow and effective service service- often under exasperating ting and hazardous hazardous hazardous' hazard- hazard ous ous' c circumstances circumstance Their effectiveness has unfortunately unfortunately been impaired because of ot inadequate organization unscientific un- un un Un- scientific ic adr administration and lack of public support and under under- standing In many instances we may as well veIl frankly admit bandits bandits bandits ban ban- have been better equipped find and better organized than have haveth havethe havethe th the officials who are arc supposed to tok k keep p them In fri check This is particularly particularly particularly par par- true because of the lack lacko o of oC coordination between local agencies within the s states lt Training Important It is also contributed to in serious serious serious se se- se- se rious measure by the lack of facilities fa Ia- for lor training skilled men for the work of detection apprehensIon apprehension hension and prosecution of accused accused ac ac- ac- ac persons and by similar lack of facilities for the study and supervision su su- su of certain types of criminals crim crim- capable o of rehabilitation It is important too that we recognize dearl clearly the increasing scope and complexity of the problem problem lem of criminal law tion Undoubtedly there are unfortunate unfortunate unfortunate nate aspects of f our nat national onal life which seriously threaten the American home increase the danger danger danger dan dan- ger of juvenile delinquency and multiply offenses against the good order of society Cites National Problem The regulation of the illicit traffic traffic fic lie in drugs the prevention of commerce in stolen goods and generally the interstate character charac charac- ter of or offenses attributable to the roving criminal have presented n national problems against which primitive forms of law v enforcement enforce ment are relatively powerless It i is equally necessary that we realize the importance of or common ac action ion all along the line starting line starting with crime prevention itself and carrying this common action n all the way through to prosecution and punishment Effective d detection of ot criminals m may y be rendered useless by ineffective bid bid- ve prosecution or by unintelligent unintelligent judicial disposition Bend Bend- C ent and promising procedure such as probation and parole may become actually sources of danger danger dan dan- ger If ignorantly or Indifferently administered administer d. d So too reliance on mere repression cannot take the place of int intelligent training and guidance of or youth Must lust Train Youth We have come to a time when our need is to discover more fully and to direct more purposefully into useful channels that greatest of all nil natural resources the genius of the younger generation Crime is a symptom of social disorder Widespread increase in capacity to substitute order for disorder is the remedy This can come only through expert ex cx- pert service in marshaling the assets as as- sets of home hom school church community com corn and other social agencies to work in common purpose purpose with our law enforcement agencies We deceive ye ourselves s when we fail to realize that it is an interrelated ted t- t ed problem of immense difficulty Scientific research highly trained personnel expert service are just justas as necessary here as in any field of human endeavor To the extent that we provide instead unscientific unscientific methods poorly trained personnel and hit miss hit r-mw r procedures ures i we may expect bungling heartbreaking results I am deli delighted therefore that the attorney general has hao called you ou together for this conference The Thc country knows that under his leadership we are getting better results than ever before It Is heartening and reassuring to the people of the United States that you have gathered here for this purpose se They are looking to you for gl guidance dance and intelligent intelli intelligent gent leadership They have hav a aright aright
