the proper officials and representatives of the government The government recognized this and President President President dent Taft called the business men orthe ot or the country together in conference in Washington at which the then secretary secretary secre secre- tary tarr of commerce and labor Charles Nagel of St St. Louis presided Mr Nagel said in substance We are here to serve your creation in Washington of or the Chamber of Commerce of ot the united States which today represents more than 1200 commercial organizations scattered throughout the forty-eight forty states territories and in many foreign countries THREE SERVICES INTENDED inception in inception inception in- in The national chamber from its was wab designed to perform three distinct services to American business The first t was that the business men should be given an instrumentality through which they could after stu y yand and full deliberation express their opinions on national problems and legIslation legislation legislation leg leg- affecting them The second was that it might cooperate with the departments and bureaus of the national government in the promotion promotion promo promo- promo promo-I tion of ot not only domestic prosperity but International relations as far as I business was concerned The third was to aid In the uplifting of ot commercial commercial commercial com com- mercial organizations as represented I Iby by two distinct types a the trade association association as- as which has for tor its purpose the welfare of a particular Industry and b b. b the local organizations such as the present day chambers of commerce and boards of ot trade which have for their main object community development tasks in 1 I These are being performed Washington today In accordance with the principles announced Through its ua efforts the chamber has succeeded in calling to the attention of congress thu tha need for tor n national legislation affecting some of the country's most important and vital interests Today it is en engaged engaged engaged en- en I aged g-aged in an effort to secure rt legislation for tor the railroads A plan has been indorsed by the chambers chamber's 1200 affiliated commercial organizations which represent three- three quarters of am lilion business men It calls for the return to their owners of ot the railroads nationalized under corporate corporate corporate cor cor- management and federal control as soon as proper legislation llon can ow Uti enacted that will enable them to as asBurne assume as- as I as-I I sume Burne
