Water rights, ditchoa. canals, reservoirs, power Plants, pumping plants, transmission lines, pipes and flumes owned and used by individual, indi-vidual, or corporations for irrigating lands within the state owned by such individuals or corporation., or the individual member, hereof, j.hall not be separately taxed as long as they shall be owned and uied exclusively ex-clusively for such purposes. Power plant power transmission lines and other property proper-ty used for generating and delivering electrical elec-trical power, a portiop of which is used for furnishing power Jor pumping water for irrigation purposes on lands in the Mate of Utah, may be exempted from taxation taxa-tion to the extent that such property is used for such purposes. These exemptions shall accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe. The taxes of the indigent poor may be remitted or abated nt such times and in such maner as may be provided by law. The legislature may provide for the exemption from taxation taxa-tion of homes, homesteads, and personal property, not to exceed S.000 in value for homes and horr.estends, and $300 for personal per-sonal property. Property not to exceed S3. 000 in value, owned by disable1 persons who served in any war in the military service serv-ice of the United States or of the Stat of Utah and by the unmarried widows and minor orphans of such persons may b exempted ex-empted as the legislature may provide. The legislature shall provide by law for an annual tax sufficient, with other source of revenue, to defray the estimated ordinary ordin-ary expenses or the state for each fiscal year. For the purpose of paying the state debt, if any there be. the legislature shall provide for levying a tax annually, sufficient suffi-cient to pny the annual interest and to pay the principal of such debt, within twenty years from the final passage of the law creating the debt. That it la proposed to amend Section 9. Article VI. of the Constitution Con-stitution of the State of Utah, as follows: SECTION 9.
