Thi.s .same thin? happened months ao in the army. They abolished certain distasteful dis-tasteful military forms, such as saluting, but the old discipline is again in order. Today the soldier who loots and robs citizens citi-zens is shot. The death penalty was one of the first things the revolution abolished, abol-ished, but they couldn't have discipline without it, so they compromised and brought it back. The officers no longer are elected, but are chosen by much the same system as in the old days. Old Experts Are Restored to Jobs. In the governmental departments, apraln, the same course is coming about. The soviet government is taking back the old experts the old experts are going go-ing back. They are goin? back because they need the salaries and certain privileges, privi-leges, and also because there is an unconscious un-conscious spirit of compromise abroad In this stricken land. Most important, however, is this un- i conscious spirit of compromise in the factories and in the commercial life. The city workers, it must be remembered, led terrible lives under the old regime. They worked long hours and were paid from 10 to $20 a month. They lived in miserable misera-ble tenements, and Chelr food consisted of black bread, fish, cucumbers and tea, ; and they never really had enough even or" this. They were fortunate if they were able to go to school long enough to learn to read and write. They were ground down to the last notch. During the war their condition was bettered, but to no great extent. Soon they, with the peasants, began to cry for bread and peace. Promised Much, but Are Given Nothing. Then came Kerensky's revolution with its great promise of freedom and better conditions. But Kerensky didn't even have a minister of labor in his cabinet at first, and the city laborers failed to receive the -promised new life. They were paid higher wages and worked shorter hours, but their prosperity brought no real comforts. So this class grew discontented. The revolution had promised peace and bread, but had given nothing. The city worker was rich soil for the seeds of Bolshevik propaganda, sown partly with Germany money, and, nine months later, with the aid of the discontented dis-contented soldier who wanted peace, he took over the government and the greatest great-est social experiment that the world ever has seen was on. The committees of soldiers took over the army, and the workmen's committees commit-tees the shops and railroads the whole country went committee mad. There were and are committees everywhere, for everything. But things didn't go exactly ex-actly on schedule. The factories and railroads and army that fell into the lap of the Soviet leaders were in a state of complete disorganization and ruin. This process of calling in old experts is going on more and more all the time. Committees of workmen still sit and look wise, but the old-time brains are being used again. The condition of the railroads rail-roads has made it impossible to get fuel and raw materials, and the economic blockade of Russia has made It impossible impossi-ble to get the factories running properly : again. Hundreds are closed and thou-! thou-! sands of workmen are unemployed. But if one is searching for trie truth i he must recognize that only a part of the blame can b$ laid directly upon the soviet government! t's shoulders. To rebuild re-build Russia's broken economic life will take foreign capital, foreign materials, machines and foreign experts. Unless there is a world-wide social revolution these things can be gained only by compromise. com-promise. This all means a change within the hearts of communists. It means a change of leaders. Most of ihe original leaders of the Bolshevik revolution have and are burning themselves out, shooting the fire of their ideas and ideals against uninflammable unin-flammable facts of modern economic dependency. de-pendency. They have failed to bring to the masses the comforts they promised. They have failed to bring to the workmen work-men bread and peace and the peasants land and peace. New Generation of Leaders Coming Up. So a new generation of leaders is coming com-ing up hard-headed men who know they will have to compromise. The idealist will never compromise, but the practical man will. No matter what the world may think, there is no question that the few men who dreamed this social revolution revolu-tion were idealists; they dreamed it, and now a second class of men must put it over in a practical way. Just how far these men will compromise compro-mise no one knows, because certain idealists still remain high in the communist com-munist power to check them. Right now they are placing their faith in a world-wide revolution. When they are convinced this will not come, they are preparing themselves to make great compromises with the world and the old order of things. They are breaking the trail for this now. They are holding out tempting offers, great concessions, and the payment of Russia's debts to the world. They are calling back men of brains and genius to run their nationalized factories and railroads and businesses for them. They are going to be forced into a compromise com-promise with the peasants in order to break his unconscious food strike. Ah this will mean communism or Bolshevism will keep only its name.
