If Secretary Baker's advice is taken men who have passed the age of ol years since registering on .June o last, aud have not been taken into the service, serv-ice, will be excused from further liability liabil-ity under the selective draft law. Presumably Pre-sumably most of such men are married aud have dependents, and if the young j men who have arrived at the age of 21 since the law went into effect are to be sent over the water to fight for Uncle Sam, it may be a good plan to allow tlie older registrants to remain in civil life unless they are non-producers, in which case the army is the place for them. It has been estimated that young men iu the United States are attaining their majority at the rate of 700,000 a year, and it is thought that with such a yearly increment we need not look any further for soldiers after the present pres-ent draft is completed. It may be some time, however, before congress acts upon the suggestions of the war department, depart-ment, and there is no certainty that Secretary Sec-retary Baker's wishes iu the matter will be respected. Still there are good reasons rea-sons for believing that tho boys who have lately become 21 will be given a chance to see service. |
