Show DECLARATION OF FRANCIS ANGERS HUN GOVERNMENT MOSCOW, Thursday, March 2S. (By the Associated Press). Germany has protested again to the Bolshevik government govern-ment against the declaration last week of David K. Francis, the American ambassador, am-bassador, that Russia will become a tier-man tier-man province if it submits to the peace terms of the central powers. According to the German contention, this was a violation of the peace treaty. The government replied that the ambassador's ambas-sador's statement was merely a reproduction repro-duction of the telegram which he addressed ad-dressed to, the all-Russian congress at Moscow, which ratified the peace treaty. The government declares it maintains toward to-ward the ambassador's declaration the same attitude that was adopted in respect re-spect of the telegram sent to Moscow. Oaany sent the protest after the jyciun foreign office had addresed a "protest against occupation of Odessa by the Germans and Austrians, and also asainst shipment by the Germans of arms to Finland after the signing of the peace V treaty. The German reply concerning f? occupation of Odessa was that the cffWwas a part of Ukraine, and conse-suentlv conse-suentlv that the peace treaty between Russia and the central powers was not afiected. The foreign office has asked Germany to state definitely what it considers the boundaries of the Ukraine republic, regarding re-garding which there is the same mystery as exists concerning the boundary between be-tween Russia and Germany. The greatest great-est confusion is resulting from this state of affairs. The parties and factions in Ukraine are taking various attitudes regarding re-garding the boundaries. Some Germanophiles even insist that Ukraine touches the Caspian sea. The members of the French and Italian embassies and the Serbian legation, having hav-ing succeeded in making their way out of Finland, returned yesterday to Petrograd. Petro-grad.
