The board has ordered that goods may be shipped to Alsace and Lorraine under tho blanket export license roei'iitly granted to France. The French government, gov-ernment, however, to prevent shipments from reaching improper hands, will re-cuiro re-cuiro import certificates for all fcoods to the two provinces. The general resumption o trade relations, rela-tions, Fr. MeCormick stated, as now in prospect, reaches countries from the Arctic to the tropics. Resumption of private trade with Finland under adequate ade-quate control is under immediate consideration, con-sideration, it was stated.
