Show SILLS DIE BEFORE I SENATE BROADSIDE Eight-hour Day and Day of Rest in Seven Sent to Graveyard. TAX ACT IS DELAYED State Crop Pest Commission Measure Passes Without Opposition. With unerring precision the senate directed di-rected a broadside at the calendar yesterday, yes-terday, and the "eight-hour day" ard the "one day of rest in seven" bills were hurried away to the operating table. Both -re under the influence of an anesthetic and recovery is doubtful. In the melee the measure regulating the activities of the money lenders and the meamire abolishing the state horticultural horti-cultural commission and creating the state crop pest commission made ttieir escape to the lower house. The day's activities closed with a terrific attack on workmen's compensa t ion. The eight -hour hill emerged from a forenoon ennounter with the. "suar factory" fac-tory" provision eliminated. In the afrer-noon afrer-noon it was hauled forth for a little more target practice, the "sugar factory" clause restored, and the whole thing went in the general direction of the morgue. The "one day rest in seven" bill didn't stand the slightest show from the moment It was brought out. It was sent along the route taken by the eight -hour bill. Both were saved from annihilation by notices of motions for reconsideration. Tax Bill Delayed. The Income tax bill was due for resuscitation resus-citation and a little bombardment, but the attack was delayed twenty-four hours by mutual consent of the two factions in order that all efforts might be concentrated concen-trated on workmen's compensation. A discussion of merits of the reports of Senators Bern and Olson on workmen's compensation came to a sudden termination termina-tion by adjournment just in time to avert a vote on which report should be adopted. The attack against the phalanx of would-be laws was interrupted long enough during the forenoon session to receive a resolution from the lower house scoring the United States senate for tiie filibuster which prevented granting authority au-thority to President Wilson to arm merchant mer-chant ships and to hear the list of appointments ap-pointments proposed by Governor Bamberger. Bam-berger. In Again, Out Again. Both the resolution and the communication communica-tion from the governor were permitted to t;tke the usual course prescribed by the jsenate rules. The resolution went to the 'Jfihie for one day, while the appointments V 'communication is destined to rest for two days. In the discussion of the eight-hour bill H was set forth by some of tiie solons that such an arrangement would work a Miardship on the sugar factories because of a shortage of labor", and "sugar factories" fac-tories" were eliminated from the bill and It wan passer). Dissatisfied witii the measure in its approved form. Senator Olson served notice of a motion for reconsideration. re-consideration. The bill was again brought before the senate in the afternoon, after-noon, "sugar factories" restored and the bill killed. A motion for reconsideration today kept it from going to tiie scrap basket. It is probable that "sugar factories" fac-tories" will again bo eliminated today and the bill repassed. Says Men Want to Work. The "one day of rest in seven" bill met with strong opposition as soon as it was read for the third time. Senator Wootton declared that many men in isolated iso-lated districts preferred to work seven days rather than loaf one day a week, while other senators asserted that the provisions of the measure were imprac-1 ti cable In the' operation of railroads, smelters and other institutions which were compelled to operate seven days a week. Senator Reynolds stopped further debate by presenting a motion to strike out the enacting clause, a. suggestion that was followed. Again Senator Olson came to the rescue and served notice of a motion for reconsideration. Tho hill regulating the activities of money lenders caused some debate, but after assuring themselves that the Interest Inter-est rate raneed from 3 to n per cent a month the senators indorsed the measure and sent H back to the lower house. x Wootton Has Surprise. The measure aholisnlng the state horticultural horti-cultural commission and creating Instead the state crop pest commission was passed without opposition. Senator .T. li. Wootton sprang a surprise sur-prise during the afternoon when lie introduced in-troduced a bill providing for the taxation of mines on 'the value of the land and the Improvements plus not to exceed two nnd one-half times the net proceeds. Because Be-cause of t lie ant jcipa tion of a measure 1 to offset tho income tax bill there was a rs furore in tho senate for a few moments, until it was ascertained that the bill was offered by Senator Wootton on his own omit and not in line with any pro-pOfM pro-pOfM admluistrat ion measure. "You fellows don't let me know what you're doing." complained the senator from Utah county when it was explained that the administration leaders were preparing pre-paring a measure to regulato the taxa-tion taxa-tion of mines, "so I started out to solve the tax problem myself." |
