WASHINGTON Sept 11 A. Bus tern Bey the Turkish embassador ex plained to Secretary Bryan today that Turkey s abrogation of her conventions and capitulations granting spec al pn Ueges to powers was a step taken mere ly to recover her nat onal r ghts The embassador pointed out that the effect of the action was not to tenni nate the treaties of 1830 and 186- be tween the United States and Turkey but to remove those extra territorial rights which the American government has enjoyed under a most favored na tion clause State department officials studied treaties and Turkish laws carefully today to-day but it was not determined what the attitude of the United States would be. It was thought tno American gov ernment wonld await the initiative of the other powers before entering into d plomatic negotiations on the subject.
