Show EVACUATION PLANS j FINALLY CONCLUDED WASHINGTON, Sept. 21. Plans for the evacuation of Vera Cruz were completed com-pleted today at a conference between President Wilson and Secretary Garrison. The latter sent word to General Funs- j ton that as soon as the state department depart-ment could adjust certain questions which had arisen over the payment of funds collected at the customs house and American refugees cared for, a date would be fixed for the departure of the troops. Secretary Garrison expressed the opinion opin-ion that the troops probably would be able to get away within a fortnight or so. The secretary made it clear that the American government would not undertake under-take to care for any of the "refugees in Vera Cruz except Americans. General Funston estimates that besides 300 so- , called religious refugees, there are 1000 others who desire to leave before the evacuation begins. Secretary Garrison believes there will be ample accommodations accommo-dations for .them on commercial vessels. ves-sels. Conditions Improving. The text of Carranz's invitation to the various governors and military chieftains to attend the national convention on October Oc-tober 1 was received here today. It was given out by the constitutionalist agency at the Mexican embassy and reads as follows: From the beginning of the present j struggle I promised all the military chieftains who indorsed the plan of Guadalupe that upon the occupation of the capital by the constitutionalist constitutional-ist forces and my assumption of the executive power of the nation I would request all the governors and military mili-tary chieftains to meet in a convention conven-tion to be held In Mexico City for the purpose of discussing the reform measures to which our cause is pledged; to erect the structure of a provisional government; to name the date on which the general elections will be held and to treat of such other matters as are of national import. Having now taken charge of the executive power of the nation, I have designated the first day of October as the date on which this convention shall convene, and as you are one of ther chiefs who should take part In the deliberations of this assembly, I am now requesting you to personally proceed to thp capital or else send a duly accredited representative In your stead.
