Japan has definitely defi-nitely modified her attitude toward China in the matter of insisting upon compliance with the demands she made upon the Chinese republic shortly after the occupation by Japan of the German Ger-man concession of Kiaochow. These demands for some two months have been the subject of negotiations at Pekin. Having already agreed to the Chinese counter proposals to discuss Manchuria and Mongolia separately, the Japanese representatives have now verbally informed in-formed China that thov will forego completely several of their demands. Furthermore, Japan is prepared to modify mod-ify the proposed clause concerning; the Hanang, Tayeh and Ping-Siang mining concessions and revise her requirements concerning Japanese residents and traders trad-ers in Manchuria and Mongolia. The conferences are still proceeding. The demands as now presented havo been drafted in the form of a treaty or agreement between China and Japan. The demand of Japan mentioned specifically spe-cifically in the foregoing dispatch concerns con-cerns mining concessions. It provided that mining concessions conflicting with existing concessions at Hanang, Tnveh and Ping-Siang. should not be granted to other foreigners if a Chino-Japanese company, hereafter to be formed, should idisapprovc. Japan originally presented to China twenty-one demands. Shortly Short-ly afterward Japan handed to the legations le-gations at Tokio of tho great powers a memorandum concerning the negotiations negotia-tions with China, but containing only eleven demands. |
