As a sequel se-quel to an address delivered this week before the suite bar association by Matt I. Sullivan, chief -justice of the California Cali-fornia supreme court, in which he declared de-clared "the administration of justice in California has been for many years the scandal of our judicial system," the association designated today a committee commit-tee to prepare a simplified code intended in-tended to do awav with legal delays. Chief Justice Sullivan wili head tho committee, which will submit its code to the governor and the incoming legislature. legisla-ture. Chief Justice Sullivan held that tho law should arbitrarily fix the time within which certain acts must be performed per-formed by litigants; that cases be tried at the time set, without postponements by mutual cousent of counsel; that demurrers de-murrers should be abolished: that instructions in-structions to juries should be brief and made onlv after their submission to counsel on both sides, and that an unsuccessful un-successful litigant should be allowed one appeal and no more. |
