Henry W. Lawrence, commissioner of finance, brought up the question by asking ask-ing what had become of the application of the local Socialist party for permission to hold street meetings. He declared that any person should be allowed to speak on tho streets if they conducted themselves them-selves properly. It was ilnally decided that the matter mat-ter should be left to the dlscertlon of the commission and In the event that an emergency arises undor which the applicant appli-cant would not have opportunity to apply to the commission for permission, then the chief of police shall be the arbiter.
