free coinage measure in the house this excludes all further legislation this season iu favor of the white metal there is some talk of a substitute bill beins reported but as it will have to come in its regular order of business there is no hopes for action io its behalf silver men are at sea as to w 1 at course to pursue but them will make some feht yet in favor of silver the hubbub which was created alie democrats in congress ton gress by mr anti silver letter has perceptibly subsided those who had been most violent in expressions of condemnation the day the ie ter appeared were either silent altogether or talked much more guardedly they have evidently been thinking the matter over and have dis tomp thina in the situation looked at from a broad national point of view which had escaped their attention before they dia coveted that a great many democrate who have voted directly for free coinage are inclined to await developments before throwing cleveland overboard entirely there seems to be no doubt that Clev elands friends in congress and out are quite serene at the situation they ailt only do not thick mr cleveland has killed himself politically liti cally but they believe they v ill emelga from tha cresent entanglement stronger than ever alipy believe eliat the confidence of the democratic in Clev elands honesty and patriotism remains unshaken more than this the cleveland men believe that even if no set lement upon silver question ia readied at tin s session and if it remains open until 1892 it will not be allowed to obscure or take precedence of the great question of reform the cleveland awn still think that is and must remain the leading question and that its settlement must first be sought before silver can come to the front the cleveland men are aware of that attempt being made in some tera to put the tariff question in the background with the object of getting cleveland into eclipse but they dont mean that it shall succeed not because they love cleveland more but because they love mckinley protection less it is a fact not generally known that the cleveland anti silver letter was cnown to bo impending three days before it appeared some of the democratic leaders in congress were informed of its existence and attempts were made to keep it from ever the public urgent messages were sent to new york asking that it be not sent te the reform club meeting but cleveland was as firm or stubborn as usual and out it came according to pro gramme the house committee on elections has not yet completed the extensive democrat ejection pro gramme which is out for itself or had marked out for it by the party leaders at the opening of the present congress about a dozen democrats have been fired out on one pretext or another bat there are abill two more who are marked for summary expulsion one of these ia mr anderson Ander sou of west virginia and the other mr bullock of florida whose seat is of course wanted for a republican the republicans are naturally anxious to complete their work but it doea not look as if they would be able 10 do do it the trouble is that they have not a quorum ot their own hore and tho chances of their getting a quorum before the close of the session are exceedingly slim so that if they succeed in ousting Ander sori and bullock it ft ill be by the courtesy of tle democrats alie democrats of the house are of course a very courteous lot of gentlemen but it is not likely that their politeness will extend as far as this in fact it is understood that if the republicans attempt to get up the cases the democrats will do what they did in the langston contest and break a quorum by le tiring from the house it is understood that the republicans are especially anxious to unseat mr ander eon of west virginia as if they donot do PO it is feared the effect on the party in that state would be even more depressing than tho returns of the late election unable apparently to realize the force of the rebuke administered to alie civil service in the house last thursday the friends of the triumvirate again attempted the following day to violate the law and make the commission an independent bureau this attempt was ag ineffectual as tho first and although a paragraph was inserted in the bill appropriating 36 to enable tho commission to carry out the law it was distinctly stated on the floor by chairman cannon of the committee on appropriations that not one cent of this money could be used for the employment of clerks there was little or no objection to giving money to the commission to execute the lawon the books but there was decided opposition to allow it to create an independent bureau of itself under the of a paragraph in the legislative bill when the law gaye it no authority to do so the congressional maud is quite fickle after deciding by a large majority that they were in urgent need of derks the members face about and decide by a larger majority that they dont want clerks
