Tho measuro is commonly known as tho "spy bill" and provides that persona per-sona unlawfully gathering information concerning any part of tho national dcfciiHOS shall bo subject to a fine of not more than $1000 or imprisonment for not moro than a year, or both. If tho information is communicated to a foreign government or aiiy attempt at-tempt is made so to dispose of it, a penalty of not moro than ten years' imprisonment is provided.
