While tho agitation is laid to certain nowspaporn It cannot bo denied that Austria Aus-tria will not be found wholly unprepared Khould a disturbance arise. Austria's foreign policy was to a certain cer-tain extent net forth in a speech by Prince Esterhozy. at Buda Pest, before the house of delegates. With reference to the criticisms leveled at tho minister's conservative policy, tho speaker pointed to the formulating- of the Balkan policy by tho minister of foreign affairs, who desired to maintain tho status quo in tho Balkans In every respect, sought no adventures, and threatened no one's safety. Tho demands of the military mili-tary administration wero not tho result of foreign policy. They were aimed solely at tho defense of tho monarchy. It was obvious ob-vious that the foreign minister could not pursue a sound policy if ho knew that ho had no force behind him. |
