Show WANT NATIONAL GUARD PAID BY GOVERNMENT ST. LOUIS, Oct. The payment of salaries to members of the national guard throughout the United States was recommended recom-mended this afternoon before the twelfth annual convention of the National Guard association, which opened here today. Tho proposition was urged by General James A. Drain of the Washington national guard. General Drain also advised the appointment appoint-ment of regular officers to take charge of the various state organizations. It is understood un-derstood tonight that General Drain's proposal pro-posal that tho federal government pay the militiamen will be opposed by the delegates dele-gates from the eastern states, whore the guards are said to be better provided for. General Drain wild that many western states are so young that there has not been time to obtain an adequate appropriation appro-priation for tho guards. A committoc is considering the proposition, which mav be reported tomorrow. The programme for the rest of the convention con-vention includes addresses by several prominent regular army officers, among them Colonel E. M. Weaver, coast artillery artil-lery corps; Colonel Montgomery M. Macomb, Ma-comb, Sixth field artillery, and Major Georgo W, Mclver. Twentieth infantry.
