The Norris resolution, which put the speaker speak-er out of commission, is as follows: "There shall bo a committee on rules, elected by the liouso (hitherto the committee of live, like all other house committees, has been appointed by the speaker), consisting of ten members, six of whom shall be members of the majority part3'. Tho speaker shall not be a member of the committee, and the committoo shall elect its own chairman from its own members.
