saturday afternoon a communication from the house announced the passage of II 11 F 13 a bill to authorize county recorders to furnish abstracts of mortgages to assessors ses sors the bill waa read by its title and referred to the committee on ways and means another message from the announced the passage of C F 7 a bill relating to railroad corporations with a few amendments the amendments were cuu cured in and the bill passed and waa reft to the committee on mr hatch introduced a resolution to instruct the alie printing committee to have copies of C F 24 colletts school bill printed for the use of council and house tho resolution was adopted mr hall introduced CF 26 a bill relating to general and by juries and providing conditions when special verdicts may be required after having passed its third reading the bill was referred to the committee on judi ciara mr hall also introduced CF 27 a bill referring to the power of referees to the committee on judiciary C F 28 was introduced by mr hall and referred to the committee on judiciary the bill provides that an injunction shall not be granted except upon notice or upon an order to show cause out in the meantime the defendant may be restrained until the decision of tho court or judge granting or refusing the injunction section cooj ot ahe present act is amended by inserting between the words granting and an iho words a relating to the adoption of children and recommended that it be put upon its passage adopted A favorable report was also made on H V 43 amending the code of civil procedure mr porter from the committee on fish and game reported on H F 8 a bill to provide for the protection of fiah and game handing in a substitute the substitute was adopted mr kusaev presented a report from the committee on public health recommending eliat H F 19 a bill relating to the sale of cigarettes etc to minors be put upon its passage adopted mr banded up the report of the conference committee on C F 5 ix which the members of the house agreed to recede from some of tha amendments made mr hammond introduced H F ag a bill amending section in relation to jurors it exempts dentists from jury service H J R 2 authorizing the purchase and distribution of seventy five copies of the utah reports was read tho second time H F 41 a bill amending 2576 of the compiled laws in relation to the adoption j children was read the second time HF 43 amending the code of civil procedure was read the second time H F 19 the cigarette bill was read the second time C F 15 authorizing the probate court to grout orders without publication in certain cases waa passed C F 2 requiring railroad train Hs catchers pat chers to make public the time of departure of trains came up on the third reading mr williams wanted to strike out the the enacting clause mr hammond objected it was impossible under the existing rules of the average railway company to find out whether a train was ten minutes or ten houra late mr said he would be in favor of the bill if he thought it would accomplish anything but he did not think it would mr williams motion was lost and the bill passed ayes 14 nays 6 it is as follows section 1 be iu enacted by the governor and legislative assembly of the territory of utah i that it shall be the duty of every train dispatcher of the several railroad companies now or hereafter anning passenger trains in this territory to cause to bo made public by the station agent at every telegraph station within its respective jurisdiction not less than fifteen minutes before the schedule time of departure of each train carrying passengers the time of such departure on a bellentin bul lentin board placed in a conspicuous and public place if from any cause the departure of any such train is delayed then the cause and probable duration of such delay shall at once be bulletined bulle tined bee 2 every train dispatcher failing the required in the preceding section to tho station agent at every telegraph station with in his jurisdiction and every such sta information so furnished as herein provided is guilty of a misdemeanor sec 3 each and every company or corporation corpora tian running and operating railway trains and carrein car passengers within this territory shall instruct and cause every train dispatch eror other officer in its employ having the management and control of the moving of jas make public in the manner provided in section 1 of thia act the information required therein A failure so to do shall make the company or corporation po ration so failing liable for all damages and costs that may be sustained by any person by reason of such failure the i same to be determined before the nearest court having jurisdiction and to ba collected in case payment is
