DAILY ENQUIRER J the city council met saturday night in special session alie absentees were alderman A D holdaway and councilor john D dixan the petition of thomas E daniels and others praying for the franchise of lighting pro vo city by electricity was presented by alderman scott on motion of sir brown the petition was referred to the committee on streets and alleys I 1 mr scott presented a communication from reed smoot asking in behalf of several others a franchise for lighting provo city with electricity it was read and referred to the same committee the mayor stated that lie biad been waited upon by mr A 0 smoot jr ft ho expressed himself as desirous of presenting a petition for a franchise for an electric light plant in behalf of certain salt lake people if nothing was dono before the next session of alie council the petition would be drafted and properly submitted the committee stated that they intended to act in alie premises tonight to night mr scott on the committee on judiciary reported that they had considered the bill submitted to them for the erecting of awnings and presented a substitute bill As alie substitute was not ready alie report was wi the same committee to whom was referred the petition of IL W davis asking the privilege of constructing a platform on II 11 street over the mill race recommended eliat the petition he granted under certain restrictions the report waa adopted alie committee on judiciary made the following report upon the bill submitted to them proposing to amend an ordinance passed december regulating city elections gentlemen the commett com mitt on judiciary to whom was referred a bill to amend an ordinance regulating elections etc passed december 10 1879 report that we li a ve carefully considered abo same and find that said bill provides for the election of one mayor four aldermen and four councillors councilors counci lors at the election to take place on the second monday in february 1890 which would reduce the number of the city council from thirteen to nine members mem bars and we further find that the charter of provo city bearing on this subject provides eliat tho city council shall be composed of not less than one alderman from each ward and five councillors councilors counci lors wherefore we are of the opinion that the number of the council could not be reduced under the present charter sufficient to justify a change nt present therefore we recommend that the bill bo not passed WALTER SCOTT chairman the report was adopted the committee on streets and alleys to whom was D R coray and W H king asking for a franchise to construct and operate a street railway system on other street as also to establish a tern of electric light report that we have considered the same samland and find that there is already an granted to the provo street railway co to con and operate a street railway upon seventh and J streets arid that said franchise has not been annulled therefore we recommend eliat the further consideration of the petition be postponed SCOTT chairman alie mayor wanted to know from mr scott if lie had consulted alia parties to whom the city had already given a franchise for this purpose mr scott well I 1 should smile the gentleman stated that alie present company biad assured him eliat one mile of track would be lain before the of february the limit of alie time granted by tho terms of the franchise and therefore they did not feel to act in alie premises the report was adopted alie same committee to whom was referred alie petition of the provo woolen mills made alie following report the committee on streets and alleys to whom was referred alie petition of the provo woolen mills co asking for a franchise to erect poles and stretch wires over or under the streets for alie purpose of supplying electric light as motive power report eliat we have considered the and find that the said provo woolen mills co cannot legally operate said electric light system under its present organization organisation therefore wo recommend that the petition he not granted WALTER SCOTT chairman the report was adopted the committee on judiciary to whom wai refer the matter of framing a resolution providing for the payment of a bounty for the of surplus dogs reported as follows gentlemen abo committee on iudici ary to whom was referred alie report of the recorder on the dog tax with instructions to report a resolution offering a bounty for unregistered dogs report that we have had the pame under consideration and herewith submit a resolution which we recommend be adopted WALTER SCOTT chairman the report was adopted tho same whom was referred alio bill prohibiting the planting I 1 of colton bearing trees recommended certain amendments adopted the committee on streets and alleys to whom aas referred the petition lofv M C silva asking the privilege of furnishing the city with light and power reported as follows your committee on streets and alleys to referred the petition of V M C silva asking the passage of the accompanying draft of an ordinance granting a franchise to A C swain and ot liera forthe for the purpose I 1 of electing works for the manufacture of i light libat and power report that we have carefully considered onside red the same and recommend that the petition be granted aud the accompanying bill be put upon is passage SCOTT chairman the report was adopted mr scott moved that a recess be for fifteen minutes in order to al luv the committee an sf reels and al leys to consider certain important mat j the motion prevailed and the council recessed at bialt past eight the council re fumed its session when the committee on streets and alleys to whom was re ferr edthe petition aft daniels jr et al reported as follows gentlemen gentle men the committee on streets and alley sto whom was referred the petition of tf E daniels jr walter cox and henry stag asking for a franchise for the lighting of arondin pron din that the city will take not less than fifteen 2000 candle power lamps at a cot of report that y have consid arc the same andoire and jire eliat provo should not obligate itself to tae any number for lighting sy A the streets therefore we recommend eliat the petition he not granted WALTER SCOTT chairman several members it would le poor policy for the city to go to work and obligate itself to certain conditions that they were not sure could be effected the report was adopted the committee on streets and alleys also submitted the following report the committee on streets and alleys to whom was referred the petition of A 0 smoot W B treston J C cutler stowe H J grant G S burton J S tanner J P K johnson myron tanner and aeed smoot asking for a francaise franc nise to erect poles and stretch wires over or under prove city and maintain the same for the purpose of supplying electric light or motive power report that we have considered the same and recommend that the petition be granted under such francl iise as may hereafter be agreed upon provided that said petitioners petition ers will execute a bond in the sum of conditioned that they will pay the same in case they fail to order the necessary machinery wire poles and lamps within thirty days after tho acceptance of said franchise or in case they tail to have in actual operation a complete system of electric light within six months from the acceptance of said franchise WALTER SCOTT chairman it was stated for the information of the council that the petitioners petition ers were perfectly willing to enter into the bonel specified and were in earnest in the matter the report was adopted the application of rawlings gray asking lor license as retail liquor dealers for a term of three months was granted the resolution providing for alie removal of the remains from the old graveyard to the cemetery was then taken up and passed on motion af mr scott a special committee consisting of the aldermen of the city was appointed to plat the various lands owned by the city and designate to what uses they should be placed someone then suggested that the resolution pertaining to the dogs be taken up when mr farrer said oh I 1 let the dogs run till after alio holidays the suggestion was acted upon alie claim of myron tanner that lias hung fire since 1881 amounting to 55 for services alleged to have been done on the river opposite his farm was rei berred to the committee on claims the claim kletting for trip to provo last july amounting to 2080 was referred to the special committee the claim of thompson architects amounting to for plans for the new city hall was referred to the building committee the claim of A J stewart jr for running aline from hank to asylum etc amounting to 30 evoked considerable discussion mr bean thought the claim more than the law allowed he did not believe the work reported biad been done mr scott said that alic work biad been done by contract and not by alie day mr bean understood that most of the work had been incorrectly done and hence would have to be gone all over again mr scott said alie court would determine that mr bean retaliated by stating that mr stewart had told him that he had changed one of the government corners mr scott 1 I dont care what mr stewart said he change any government comer mr bean then mr stewart is not to be relied upon mr bean wanted to know why mr stewart had done the work when there was a county surveyor and a city sur devor the mayor then rehearsed for alie benefit council the manner in which alio services of M stewart had coma to be engaged the claim was finally allowed and alio council adjourned till monday december 30 1889 at 7 p m |
