Show PROTEST iGAINST THE LOAN Lufference of Opinion in Hawaii on Appropriations. HONOLULU, Nov. 8. Senator IfC-Candjesa IfC-Candjesa and others havo sent to President Presi-dent Roosevelt a protest against the Territorial Ter-ritorial loan which Secretary Atkinson Is now en route to Washington to secure the approval of President Roosevelt. The last Legislature inadi' a provision for lBsulng a Toon for $1,260. 0CO and made appropriations accordingly Gov barter decided to Issue and expend only $750,000, and It Is to secure this amount that Secretary Sec-retary Atkinson has gone to Washington.
