Show TO ELABORATE REFORMS, Governor of Warsaw Directed to Carry Them Out. ST. PETERSBURG, March 29. Emperor Em-peror Nicholas has instructed M. Maxl-movitch, Maxl-movitch, Governor-General of Warsaw, to elaborate the reforms necessary for the prosperity of Poland. In a rescript re-script to the Governor-General the Emperor says: "Since the radical revival of civil life In the Vistula territory during the past forty years a series of needs has developed devel-oped on which the Government Is now bestowing especial solicitude. Enemies of the existing order are seeking to provoke pro-voke disturbances, thus hindering tho calm discussion of the reforms for which the country Is ripe and at the same time some sections of the Polish population are putting forth exorbitant claims concerning limits In the employment employ-ment of the slate language to which there must remain assured throughout the empire the high importance due It. but without any superlluous or unjust, other parts of the Russian state." The Emperor accordingly directs the Governor-General, whllo lawfully and llrmly suppressing artificially supported disturbances, to "proceed to the elaboration elab-oration of the reforms found to be necessary nec-essary for the prosperity of the territory terri-tory inseparably connected with the other parts of the Russlun State." |
