The plan contemplates tho lusuanc of a new charier by 'ongrpus which shall vest tho control of the affairs of tho organization organi-zation In a central governing body of eighteen eigh-teen persons. Of thc30 eighteen, six aro to be appointed by the President, who Is also designated tho presiding officer. For tjio present tho regaining twolvo mom-bora mom-bora are to bo chonen by the general association, as-sociation, the understanding being that representatives of both elements would b chosen, but thero Is also a provision for subsldlarv Stulo organizations, which, after thoy nro organized, aro to bo allowed to name six of tho twelve mombers.
