INHUMANITY Another Instance of heartless inhumanity inhu-manity was perpetrated upon a soldier In Company D Fifth artillery by name at Christian Conrad a German Conrad Con-rad had been aitllcUd with fits and suffering suf-fering so much thciefrom that he was unable to perform hla duties In his company lie was placed In the hospital hos-pital VJille there his condition grew rapidly worie the lower portion of Ills body becoming nearly useless to him lit being with the utmost difficulty th the t-he could drag one foot after the other The doctor In charge Ktatod that this Was mere pretense and exhausted I state this not upon mere hearsay I have witnessed all these things myself have seen orders or-ders sent to the hospllal for the liquor have seen the orderly as he returned bearing the Middle Ages In cruelty and barbarity bar-barity The prisoners were engaged In unloading a vessel moored at tIm wharf containing commissary and quartermaster storeS for the port During Dur-ing the work tho prlrnners whose duty It was to unload vessels on arrival indulged In-dulged freely In spirituous liquors In company with soldiers who had charge of them A prisoner by the name of Tnmes Dunn became he was tied up to the bell post erected In front of the guardhouse by his wrists it being about 11 oclock In the morning On returning to my quarters for dinner din-ner Dunn was still tied up to the post remaining there until my return to the office about 2 3 oclock In the afternoon 1 returned li t > > my quartcis about 5150 P m and found Dunn transferred from the bell post and tied up by his thumbs to the Iron bars or railing Immediately beneath our quarters He wns in drunken insensibility swinging to and fro bound around by a small rope his legs stretched outwardly the whole weight of
