Show AS WASHINGTON VIEWS IT Only Russia China and Great Britain Involved in Trouble Washington Sept 30 While Mr Lessars notice of the intention of the Russian Government to expel foreigners foreign-ers from Manchuria has not been formally mal brought to the attention of the Stale department It can be predicted safely that for I the present ht least our Government will look upon this matter as one Involving RussIa China aiid England and as one In which it la notdirectly concerned So far as Is known here there lire no Americans In that section of Chum nnd If It should appear later that there are some American prospectors In that country it is not probable the decree would be enforced in their case as while general In terms the decree really real-ly I Is aimed at the British and marks a determination on tho part of Russia to retain the actual control of customs In Manchuria Iji her own hands while nominally recognizing Chinese sovereignty sover-eignty The British customs employees referred re-ferred to arc British by nativity but are actually In the employ of the Chinese Chi-nese Government and It may be that Ruusla will Insist that the question raised by Mr Lessars order concerns only Russia and China It Is improbable Improb-able however that the British Government Gov-ernment will take this view of the matter mat-ter and It Is fully expected that the British Minister at Pckfn will call on the Chinese Government to retain these British customs officials despite the Russian order |
