phases ot the mater and a few who have complete knowledge of the entire question The City Englteers ofcc Is replete with yalunbll maps and I reports of former investigations and these 1nvo greatly aided us in formuiatlrlg I a plan which wo hope will he approved by the Commercial club and Ow people It Is a plan that will take years to work out and which will require 0 comHreM ble sum ot money for Its completion but one which when completed win give lo the city a frlcluss water system without Increasing the present water rates which arc now practically thc lowest existing In any city In the country being leas than onefourth the cost of some clUes of the same class Tills system when completed and paid for as recommended In the proposed plan wm enable the rate to be reduced so that In following years the present rate cnn be reduced onehalf and still leave 1 large SUm to maintain It In a high slate of eCclcncy This investigation has come at u very opportune time and should result in
