Show TUITION SHOULD BE REQUIRED We have heretofore referred to the failure to exact payment In our higher educational institution for tuition from students who attend from other States The practice has been to permit per-mit the attendance of such students on precisely the same terms as residents of this State attend Now while we believe be-lieve In yielding every courtesy to residents resi-dents of our neighboring States and affording af-fording them such facilities ns are fair and right we cannot see that it Is the rlght duty of Utah taxpayers to establish and maintain institutions of learning for the use of our outside friends on the same terms as for ourselves that Is practi cally free of tuition A considerable number of students from other Stales appears on the rosters they should pay reasonable charges if or instruction That payment would lessen the burden of these Institutions on the people of Utah The University Is asking for a new building and should have it The Agricultural Agri-cultural college is asking for a dormitory dormi-tory and should have It The branch normal is asking for another building nnd doubtless the Legislative visiting committee will report in favor of It I takes a good deal of money to keep these schools all In good working ord land l-and the money so spent Is well spent when properly applied We cannot afford af-ford to lower our educational standards but on the contrary should always seek to elevate Ahem But the prime object of this is to benefit our own people and to afford the youth of this State the educational ed-ucational facilities which it Is their right to have at home We should welcome wel-come to these institutions students from without the States boundaries but at a price a fair price which they are able to pay and doubtless would be willing to pay At present we believe such tuition tui-tion fees would yield upwards of 55000 a year and this amount would Increase from year to year We do not know that Legislative action is required in order to establish the rule that such tuition fees be charged but if I that is the case now is the time to settle the question in connection with the appropriation appro-priation bills A very few years comparatively com-paratively would accumulate n fund from thife source that would make a substantial lift from the burdens of taxation tax-ation on Utah people Ten years would pay for the dormitory or some other building and as the years go by the addition to the easement would be very perceptibly felt |
