Show r PROF NEWELL ARRIVES Chief Hydrographer Talks of Irrigation Here I GOOD START IS NOW MADE i Legal Obstacles in Utah Can Be Overcome Government Official Commends Work Done by Utah Representatives Representa-tives in Matter I F H Newell chief hydrographer of the geological survey of the Interior Department arrived In the city yesterday yester-day He was In consultation yesterday with Attorney F S Richards and Prof George L Swendsen Today he will hold consultations with Gov Vells and State Engineer A F Doremus D W Ross former State engineer of Idaho Ida-ho who now has charge of the Government Gov-ernment work In the southern pa 4of that State Joined Mr Newell and Prof Swendaen here last night to discuss plans for the application of the Federal Fed-eral irrigation law to this portion of the country LEGAL OBSTACLES REMOVED Mr Xewell said last evening that he had little to say for publication In addition addi-tion to what had been given out recently re-cently through Attorney Richards He said the object of his visit I at this time was to ascertain In a general way what was needed In order to put the machln cry In motion for the work to be done The question now Is what can be done he said I am convinced from the presentation made by Mr Richards that the legal obstacles can be overcome over-come This Is I largely a matter of goodwill good-will and that Is not lacking The legal obstacles removed the next thing Is to move against the engineering obstacles but before this can be done there arc many minor things to be brushed aside much getting ready to be done RICHARDSS GOOD WORK Mr Newell spoke In high terms of Attorney At-torney Richards So niany people come to Washington he said with no definite Idea of what they want and they confuse us Instead of helping us It was different with Mr Richards He has a clear Idea of the Federal law and the State law In addition to that he understands the people here thoroughly thor-oughly their customs and desires and then he has been In a position to make a special study of the Utah lake proposition propo-sition from a legal standpoint for many years He made a good Impression at the department and did much valuable work for Utah What he has to say on the legal phase of the subject Is well worth of consideration DETERMINED TO SUCCEED Mr Newell spoke highly of Prof Swcndsen alfo and held that the people of Utah were to be congratulated In having such n man to take I hold of their first enterprise under the new law 1 The Professor has closed his term of work with the Agricultural college and 1 from this time forward will devote his wHole time to the Government work He will be in charge of the Utah lake project and he Is laudably ambitious to make a high mark for himself In the matter He said he could not afford to quit his private work and enter the employ of the Government If he did not make a success of It He Is collecting col-lecting data now and will push the work with all the vigor at his command com-mand as soon as the department decide cldee upon a line ol action After his consultations with the Governor Gov-ernor the State Engineer and other Interested In-terested persons today Mr Newell will move on to the west to look after other Government projects He said he had time only to Inspect these matters In a general way and was compelled to rely upon such men as Prof Swendsen and Mr Roes to carry out The details This he said they were fully competent to do |
