Show MR NEWELLS FRIENDLY ATTITUDE Nothing could be more encouraging and helpful than the atlltudo of Chief Hydrogrnpher Lowell toward the Utah Lake improvement i His position throughout his two dnyn1 stay here has been all that could be desired Ills commendation com-mendation of Attorney Richards confirms con-firms tho previous report of Mr Rich ardss thorough preparedness In his communications with the officials at Washington and of the high opinion entertained en-tertained there ol his abilities and efficiency effi-ciency He also dwelt upon the goodwill good-will toward the enterprise of all the interests In-terests here and of the probability that every objection can be swept away and so far as the legal phases are concerned that the work can almost assuredly go forward As to the practical phase Mr Newell very justly wild that thero Is much preliminary pre-liminary work to be done before deci sive answers can be given to the questions ques-tions presented This work Is now In progress under the direction of Professor Profes-sor George L Swendaen formerly of the Utah Agricultural college at Logan for the Government Professor Swendsen was warmly indorsed by Mr Newell asa as-a man eminently capable and expert In this line of work Under his direction the streams flowing IntoUtah Lake will be scientifically measured In their flow to ascertain the volume of water that I can be depended upon then if I reinforcement rein-forcement is needed the sources from which this can come will be ascertained and what they will add to the flow the lake will bo sounded surveyed and plans for its more perfect utilization as a reservoir res-ervoir reported As to all this It Is evident evi-dent that Mr Newell has considerable confidence In affirmative results He knows the lake and the streams flowing Into it as few men do and his talk Is always on the line of confidence that the lake can be made a great Irrigation reservoir The proposition Is In faot In as favorable a condition as could be expected ex-pected It will take time to get the facts In accurate form and If I theseshall have been satisfactorily gathered and formu ated by next fall we think that no one will have any reason to feel otherwise than that good and praiseworthy speed has been exercised |
