Show I GENMAGARTHUR B I ERE Official Visit of Colorado Department Commander INSPECTING FORT DOUGLAS Distinguished Officer and Party Arrived Ar-rived Yesterday Morning and Were nt Onco Taken to Post Driven About ReservatiOn Yesterday and Given Reception Last Wight Review Re-view of Troops Today Talks on Needed Improvements Fort Doug Ins Reservation and Philippines MaJGon MacArthur U S A Is making an official visit at Fort Douglas Doug-las as commander of the Department of the Colorado The distinguished officer of-ficer who was formerly General In command of tho United States troops In the Philippines arrived yesterday morning In the prlvatp car A of the Denver HIo Grande and is accompanied accom-panied by Mrs MacArlhur Capt und Irs K H Brown and Capt Francis J Kcrnan the two ofllcers being of his staff The General was met at the Rio Grande station by InjYounS the commanding officer of Fort Douglas accompanied by Capt Shanks CupU Sturgls and Lieut Peyton A special car carried the party to the Fort and upon Its arrival the General was accorded ac-corded the usual honor of an artillery salute In accordance with his rank He will be here until Thursday and while much of his time will be devoted to his ofllclal duties in the inspection of the post yet he will be the recipient recipi-ent of much social attention Last evening a reception was given by MnJ and Mrs Young and other events take place today A trip to the lake and an organ recital are also to be arranged ar-ranged After luncheon yesterday Gen Mac Arthur was driven up tho canypn to the reservoir and around the reservation reserva-tion REVIEW OF TROOPS TODAY v This morning he wm review the troops at the garrison Assembly will be sounded at 930 oclock and the men 11n1 In In undress uniform Afterward Inspected the post will be thoroughly Gen MacArthur Is a most genial officer of-ficer and very young looking for n man who has seen so much service and attained such high rank In speaking he Is quite free to talk Interestingly about general topics but with that reserve re-serve usually noted In an officer when replying to questions about the repblng quetions service ser-vice or himself PLEASED WITH POST When asked his opinion about Fort Douglas he said It was one of the best located and most desirable posts in the West and he was glad to note such an improvement In Its appearance since his last visit He said this with a pleasant smile and then added that the last time he was here was when Gen P E Connor was building the post Gen MacArthur has seen much of the frontier and talks very entertainingly enter-tainingly of old days on the plains IMPROVEMENTS NEEDED As lo the Improvements and enlargements enlarge-ments at Fort Douglas he states that the change is needed and It will no doubt be made but he can talk more polntedly about this after he has had a chance to thoroughly Inspect the ort He says however that 9 many people peo-ple asking for a slice of the reservation is n mistake and 1lt keeps up there will not be enough left for the proper maintenance of a military posit find although al-though the general public does not realize rea-lize i a post like Fort Douglas as it will be needs plenty of room SOLDIERS IN PHILIPPINES Regarding the Philippine situation Gen MacArthur says The war in the Philippines has been conducted with exceptional generosity and consideration considera-tion for the natives who while they were never acknowledged as belligerents belliger-ents have always received the same treatment as if they were recognized belligerents Every right under the laws of war hag been extended to them and every case of violation of the laws of war by American troop which however were very rare considering con-sidering the number of men employed was rigidly Investigated and received action that was always prompt and drastic The American people need ne have no misgivings as to the conduct ands of their troops in the Philippine isl |
