Show ADEQUATE WATER SUPPLY MayorElect Morris Would Piovide for 0 Population of 200000 People The pressing needs of Salt Lake City paramount to all others for its future growth and advancement are In my judgment first an adequate water supply sup-ply for at least 200000 people I say 200000 for the reason that 0 system could and should be devised that would care for this seemingly large population popula-tion a a cost very little in excess of what would be required for onehalf that number As to any definite plan for the accomplishment accom-plishment of the desired end I am not at present prepared to offer any suggestions sug-gestions The canyon surface reservoir system would of course be the easiest solution to the qurytlon but I would be strenuously opposed to such reservoirs reser-voirs however small from the fact of the great danger in cases of the giving away of dams to life and property of the thousands of people living below the point of construction of such reservoirs So it would seem to me that the only feasible means situated as we are of securing large bodies of water from which to draw a controllable supply the year round would bo the construction of large reservoirs on our mesa or bench lands east or southeast of the city to be fed by connecting canals from City creek Parleys Mill crcelc and the Cottonwood canyons True the expense would be great but I believe the citys representatives acting in accord ac-cord with our bona fide citizens should without any delay decide on some defi nite and safe plan for the accomplishment accomplish-ment of this our greatest need We have got to have more waterthat is I we have gotten to a point where wo must take care of the Immense supply of water that has already been given us that we may Invite various kinds of manufacturing industries to settle among us This means immigration and increased population which without with-out water and plenty of it we cannot hope to secure Second I am In favor of an equalization equaliza-tion of the taxes We should have a tax that would fully cover the operating ex uly onprntnt penseo of this city that we could get relief from borrowing money in excess of our bonded Indebtedness for several sev-eral months in every year The poorer classes arc now paying many times over their just proportion of the taxes of this city greatly to the advantage of the rich and the wealthy private corporations cor-porations The latter classes should be made to contribute their just proportion to the support of the city that 3 few extra Improvements might bo made without the continual Issuance of bonds more bonds This relief of course can only be attained through the vigilance vigi-lance of Impartial county assessors and Just county boards of equalization Summing up the whole we must have water and we must have money to pay for tho water hence I am for an impartial and Just assessment on all classes that we may be able to pay for what we must have without call big upon the people to contribute to htg support of any more usurers Very respectfullyflICHARD RICHARD P MORRIS |
