licenses were Issued In 1901 I This officer during the year disposed of 561 petitions and communications 519 reports of city officers 812 reports of i committees seventyseven bills for ordinances or-dinances and 153 i resolutions and sent 2S20 letters LAND AND WATER DEPARTMENT The total expenditures for the year were 1050003 The Land and Water Commlsnloncr luis carefully listed all real estate belonging to the city and It Is now < asy to refer to any and all lands owned by the municipality Dqrlng the year the city sold at auction real estate to the amount of 5105500 The Land and Water Commissioner haa exercised great care In protecting S the purity of water used by the inhabitants c Inhabi-tants of the city WATERWORKS DEPARTMENT Fortytwo thousand one hundred and fortyfour dollars and 30 cents were expended ex-pended by this department during the 1 year The Superintendent estimates i that the Income from water rates for the coming year will be 1023C2iO The Superintendent recommends that water pipe be laid across Fifth street at A B and C streets In order to aid the pressure on the high parts of the lower system of distribution He also recornends again that the dead ends throughout the water system of this city should be closed as rapidly as possible by connecting them with other mains Steps should bo taken to carry these recommendations Into effect STREET AND IRRIGATION DEPARTMENT DE-PARTMENT The total expenditure for this department depart-ment for the year past was 4661001 Six hundred and ninetyfour new flumes and 160 new bridges were built and 351 flumes and 211 bridges were repaired re-paired Six hundred and thirtythree dollars In cash were collected as poll tax and labor was performed for poll tax to the amount of 13089 By comparing the reports for poll taxes of 1900 and pre vlous ears a gain In caah and labor Is shoyii for 1D01 of 1131 more than any other year In the history of the cityThe The Superintendent of this department depart-ment In his annual report calls attention atten-tion to the deplorable condition of the Salt Lake and Jordan canal within the city limits He recommends that the portion of the canal from Seventh East to North Temple streets be Jlumed and placed in a proper condition condi-tion I approve this recommendation CITY ATTORNEY 0 During the year sixteen cases were disposed of In the District court And also sixteen cases which were appealed ap-pealed from the Police court to the z District courL At present there are three caacs pending In the Supreme court of this State twenty Irl the District Dis-trict court of this county and one In the District court of Utah county 4 On October B t 1S92 Joseph II Smith I et aL filed a suit against Salt Lake City to recover damages In the sum of I 50700761 for alleged breach of contract for constructing Parleys canyon conduit con-duit The case was tried thlce times 1 and on September 9 1901 was compromised com-promised and Judgment rendered l b > consent against the city for the sum of osn FIRE DEPARTMENT J The total expense for maintaining 1 our fire department during 1901 wa 43481 161 The department answered 151 alarms of fire Tho Chief of the Fire department recommends the immediate purchase of ono fire engine Also rec O ommends that the city purchase an aerial hook and ladder truck to take the place of the old truck now In use The City Council should take prompt action to purchase the fire engine and the hook and ladder truck Ithout delay de-lay The Chief estimates that the ex enscs for the ensuing year Including the purchase of lire engine truck etc will amount to 36000 In my opinion the salary schedule of this department should be revised POLICE DEPARTMENT The present police force Including patrol drivers and guards of prisoners consists of thirtyseven men The ex mndltures of thu department during the past year were 1037515 Two thousand fhe hundred and thirty persons per-sons were arrested by the officers and the amount of fines and forfeitures accruing ac-cruing to the city during the year In caries tried In the Police court was SIC 102 BOARD OF PUBLIC WORKS The total amount of money expended iy the Board of Public Works In 1901 was 13703598 of which amount I17S5S10 was expended for street paving pav-ing 1917092 for City creek pipeline 5lli321 for improvements In the distributing dis-tributing system of the waterworks and 7711 50 for miscellaneous purposes BUILDING INSPECTOR The Inspector of Buildings reports hat 126 1 new buildings were erected In this city at a cost of 1071825 The fees collected by this ofllclal and paid Into the city treasury amount to SSS210 LIBERTY PARK The total amount of money expended luring the past year In Liberty park was 627825 The receipts for hay sold from the park hundred and sixtysix thousand two hundred and eleven gallons of oil were inspected during the year The mount of fees for Inspecting oil and testing scales were 104855 and the expenditures amounted to 6360 leav ing a net balance in favor of the city of 08495 08495BOARD BOARD OF HEALTH The total expense of this department during 1901 was 1531906 Deaths from all causes during the year were i > 76 annual death rate per thousand 901 BICYCLE PATHS To many persons In this city bicycles are becoming a necessity for means of travel within the city limits At present pres-ent bicyclists are not permitted to ride on tIm sidewalks within certain restricted re-stricted districts I recommend the construction of cinder bicycle paths for ho use of wheelmen under such rules and regulations as to protect the wheelmen In tho proper usa of such paths Provision should be made that bicyclists using the paths as suggested suggest-ed should pay an annual fee for the construction and maintenance thereof garb steps should be taken by your honorable body to carry this recommendation recom-mendation Into effect FOOD AND SANITARY INSPECTOR I believe that the health and welfare wel-fare of tho Inhabitants of our city demand a food and sanitary inspector to work under the direction of our Health Commissioner In accordance with this view I respectfully recommend recom-mend that such an office be created similar to the office of Food and Sanitary San-itary I Inspector which was repealed some time age NEW CITY CREMATORY AND I CITY JAIL I most earnestly call your attention I to the great necessity for the construction construc-tion of a city crematory and city jail Last year the city sold a number of pieces of real estate or the purpose of realizing funds to carry out these Improvements Im-provements The sum of 51000 In round numbers is now In the treasury as a result from said sale This amount may not be large enough to construct both improvements However How-ever It affords an excellent basis on I which to begin operations Immediate action shouldbe taken by your honorable honor-able body to have plans and specifications specifica-tions drawn for the proposed buildings build-ings and then push the contemplated Improvements as rapidly as possible Nothing can result by delaying this matter except inconvenience NEW SEWER DISTRICTS It is of the highest Importance for the health of the community to create new sewer districts and enforce the extension of sawcr mains In sewer districts connections with t sewer mains should be vigorously demanded A striking example of negligence In this respect is the failure to connect Floral avenue with the sewer main on East Second South street WATER METERS Too much water la wasted in the city Every person Is entitled to a proper supply of water but It is unjust un-just to waste water as is done now in many Instances I As a remedy for this evil I suggest that water meters be placed In the business district of the city CONSOLIDATION OF GREENHOUSES GREEN-HOUSES I also recommend that the greenhouse green-house at the City cemetery be transferred trans-ferred to tho greenhouse at Liberty park Such consolidation would save tho city annually 1000 The City cemetery cem-etery can be beautified by means of flower beds and I see no necessity foi the maintenance of the greenhouse at the City cemetery SEPARATE DEPARTMENT OF IRRIGATION IR-RIGATION In my Judgment the department 01 irrigation should be separated from the street department Formerly these two departments were separate and in a spirit of economy they were con soil da tod The two departments now existing entail too much work up on the head of the combined department depart-ment It seems to me that the head of any department ought not to be required re-quired to work day and night in order to supervise Its duties IMPROVEMENT IN WATER SUPPLY SUP-PLY On the 12th lay of Novcniber 1901 the TJand and Water commissioner made two appropriations of water of Parleys and Mountain Dell creeks claiming the surplus and flood waters of said streams for the uso of Salt Lake L C Gtr < t6 bciricvelopcdby lUb reservoirs Parleys canyon should be prospected with a view of ascertaining at what depth bed rock is i found After that plans should be drawn for retailing retaili-ng dams It would be necessary that an hydraulic engineer should have all of the data at hand as to the amount of water that came down Parleys canyon during the flood season The sump In Emigration canyon which catches the waters of that 5trc < am if properly Improved will give from that sourqe to the city possibly twice the amount of water It now receives re-ceives It would be best to investigate the underground currents of water in emigration canyon preparatory to rebuilding I re-building or improving the sunip REVISION OF CITY ORDINANCES A revision of the oily ordinances Is greatly needed and should be completed com-pleted at an early day The work of revision should be done In the City Attorneys torneys ofllcc and under his personal supervision but the present office force Is insufficient to undertake the additional addi-tional work Under the provisions of the statute of 1501 creating the new City courts the existing ordinance entitled 1 An ordinance creating the office of clerk of the City Justices court of Salt Lake City Utah approved April 1 1S9U Is apparently Inconsistent If not inoperative inopera-tive In view of these conditions I recommend recom-mend to your honorable body that you pass an ordinance creating the office of Second Assistant City Attorney fix ins his salary 1 at 100 per month placIng plac-Ing the prosecution of offenses under the city ordinances In the Jurisdiction Jurisdic-tion of the Cily Attorneys office here it probably belongs and repealIng repeal-Ing the ordinance creating the office of clerk of the City Justices court referred re-ferred to and that then by resolution you refer the revision of the city ordinances ordi-nances to the City Attorney Such action ac-tion will only slightly Increase the present pres-ent payroll and will really save the city money by obtaining the best
