committee of the whole on next Friday I Fri-day night The strained relations between be-tween the departments have reached a point where at least one member of the board expresses himself as of the opinion opin-ion that either the Engineer or the Board of Public Works should be discharged f dis-charged The Council last night after a little torrid debate decided to investigate inves-tigate t the whole affair and tho Interested Inter-ested parties are Invited to be present The discussion was started by a communication l com-munication from City Engineer Kelsey In which he stated that one man was I employed by the Engineers department to look after all waterworks impiovc meats It was not possible for him to be in one place all the time and during I his l absence the pipelaying work was not being done according to specifications specifica-tions Therefore he had employed another an-other Inspector at 250 per day to look l after the pipelaying His authority for employing necessary help he said had not heretofore been questioned l The additional help was necessary because tho contract had not been enforced by the Board of Public Works Inspectors If the contract had been enforced he said the work would have boon completed com-pleted and the cost of extra Inspection saved Robertson for once on the same side of the1 fence with FErnstrom immediately immedi-ately moved that the communication be referred to the Waterworks jom mlttee and that the t Engineer be instructed in-structed not to employ any more inspectors in-spectors Fcrnstropi agreed with tile latter clause and delivered himself oC another attack upon the Engineers official capacity TiTTCTTPi FRNSR Buckle took the floor and entered a defense for the Engineer and called attention at-tention to the fact that the Council with the assistance of the best legal talent tal-ent had made several fights against the Engineer and that Mr Kelsey had been vindicated He believed that Mr Kelsey Kel-sey stated the truth in his communication communica-tion There was he said a disposition upon the part of certain Councllmen to down the Engineer Buckle amended the Robertson motion mo-tion to refer the matter to the Waterworks Water-works committee for investigation Davis opposed the amendment because be-cause he thought the committee could not do anything toward defining thc duties of the Engineer or Board of Public Works Robertson said that an ordinance was being drafted defining the duties of the two departments Robertson declared that the heads of all departments were hiring men and spending money without thought of expense ex-pense and he wanted to stop It He insisted that the Engineer should ask the Council for permission to employ an Inspector If the departments kept on spending money he soid the people would have cause before the end of the term to say that this Council had looted the treasury Buckle followed the member from the Fifth with the remark that a hit bird I always flutters He hadnt intended to criticise Robertson and just found out that his general remarks had hit himThe The matter was then referred to the committee the whole lo meet next Friday evening The Engineer and Board of Public Works are requested to attend BROKE A QUORUM Aside from the inspectorship quarrel the chief feature of the Council session last night was its sudden and unexpected unex-pected ending
