Dis-orderly acts following the disturbances I of last night were committed throughout through-out the city today and resulted In the swearing In by the Mayor of 300 special policemen and the ordering out of 500 State militia upon orders of Gov Heard who responded promptly to Go I appeal of Mayor Capdevllle for assistance assist-ance in suppressing lawlessness and In preventing the recurrence of the violence vio-lence of last night MOBS ATTACK BLACKS Throughout the day attacks have been made by irresponsible mobs Of whites upon the black element and the negroes before nightfall had been completely chased from the streets The effect of the disorders has put a practical prac-tical stop to business In the wholesale districts and the river front and thIs 1 means 4 serious crippling of the trade of the port The business elements rallied in force and hundreds ot white men fairly responded to the appeal of the Mayor for assistance In preserving order POLICE HELPLESS > I Col Wood who commanded the First Louisiana regiment in the Spanish war was placed In command of the special police The police have been practically helpless throughout the disturbance dis-turbance The force consists of 30Q men including clerks and operators and this Is manifestly a force inadequate inade-quate to the preservation of the peace 1 I tna city of = J10000 inhabitants But aside from this was DEMANDED Ira I-ra Capdevllle was at Ocean Springs last night when the mobs 1 swept wet the city but when he arrived ar-rived nt his office today he came with the full determination to take hold or the situation with a firm hand He found awaiting him a delegation of the leading merchants of the city who said the Interests or the community and its commercial welfare demanded prompt and vigorous action At the same time LicutGov Estopenal who had witnessed a scene of outrages on negroes on Canal street Joined the conference con-ference at the hotel He at once advised ad-vised conference with Gov Heard at Baton Rouge The longdistance telephone r tele-phone was used and the Governor said he would order out all available troops I 1 I MILITIA CALLED OUT J Without delay he sent messages to I Col Hogdon commanding the First brigade bri-gade and had him immediately order out the Washington artillery the I Louisiana Field artillery and the First regiment At twilight there were 1500 I men in the armories At the same time the Mayor In a proclamation appealed I 1 for 500 special police Before I oclock p m 100 representative citizens had I been sworn In The Mayor crew upon the leading hardware and ammunition establishments of the city and the specials spe-cials were heavily armed and distributed dis-tributed over the city HOODLUMS PROWL THE STREETS HoodlumS prowled the streets throughout the day and whenever they N spied a negro they assaulted him In some cases citizens rallied with the police and with their assistance beat off the hoodlums One of the most fia graht instances of cowardice shon was that of a man who slipped Into the morgue and pointing his < pistol through a window made an attempt to shoot one of the female prisoners In tho parish prison Just before daylight the remnants of one of the mobs gathered at the Spanish Span-ish Fort railway when a large number o negro laborers cal leave for their work at Chalmelte They saw a crowd oc darkies approaching and started to chase them Louis Lapuyard got in th leg H way and received a bullet In the WOUNDED A CHILD Later In the forenoon 3 negro emp tied his pistol Into a downtown house and wounded a child At 1 oclock a mob marched through throllh Lafayette square which Is opposite the city hall and discovering some negroes ne-groes in the park jumped on and beat them until they made their escape An hotir afterward a white man saw a mgro named Ross at the corner of Lafayette and Dryades streets and fired his gun at him Those on the street fled In every direction and the negro made his escape Shortly after 1 oclock Josephine Wild a child while sected in front of her home caught astray a-stray bullet in the face Two hours later Nordo Fratallo and Tony Michael Italians got into n dispute as to whether wheth-er the mob was right or wrong In running run-ning down and whippIng the negroes One hud a knife and the other a gun Fratallo was badly wounded NEGROES FATALLY WOUNDED One of the most sensational Incidents of the day was the discovery of two negroes wounded almost to death in a box car on the levee front near the cornet cor-net of Josephine street The poor fel lows were street aw a negro I I rind without any provocation began t fire at him The negro escaped it is I believed without being hit PREPARED TO MEET MOBS Sheriff Klock in charge of the Parian prison saw both the Mayor and the Chief of Police today There is confined I con-fined In the prison Leonard Plcrsonl who was the man with Charles when the lattershot and dangerously wounded wound-ed Patrolman Mora before he killed Capt Day and Patrolman Lamb The mobs that have been going the rounds of the city have been anxious to get PIerson if possible and lynch him The Sheriff assured both of them that he had the jail so well protected that would require the use of dynamite to I reach the culprits MOVING THE MILITARY I Mayor Capdeville and his assistants made arrangements this afternoon for transportation facilities which would assist in the quick dispatch both of the military and of the special police from I one section of the city to another All the trolley Hues sent representatives to the Mayor to say that they would place special cars at his disposal throughout the night so that forces could be I moved thither and thither The express I I ex-press companies have also assured the excellent effect I called upon all citizens citi-zens not enrolled in the special 1 police to go to their homos and prices of business busi-ness and remain there They were warned aJso and advised not to assem ble or idle about the streets The police po-lice were ordered to disperse all crods and to arrest all obstreperous and dis orderlies As a result of the proclamation proclama-tion tonight few people were found on the streets In order to prevent the miscellaneous distribution or arms the Mayor ordered the closing up of the gun stores and early in the day for tho better preservation of the public peace Issued orders to the police to close up every saloon In the city CITIZENS INDIGNANT At the various exchanges today thy wish was expressed that the Associated Press might make it public to the world that the present emeulc was ono sincerely deprecated and having the support Or none of the conservative elements of the community The local business houses are much opposed to the
