dollar as follows For contingent expenses 1 mills for maintaining im proving and repairing streets and sidewalks I side-walks 4 mills for the library t mill for Irrlgutlon and Waterworks 1 milBuckle I Buckle moved an amendment that j the levy I be 71 mills and that the item for Improving and repairing streets and sidewalks be 2V1 instead of 3 > i mills Whittrmore seconded the amend tnt Durkle In speaking for the amendment amend-ment blamed the administration for departing as he said from the policy of rigId economy which It had outlined wlwn it came into office and declared that If It had adhered to Its original policy there would have been no proposition I propo-sition before the Council to increase I the levy above 7Jh mills the rate adopted Jast year I Instead of the city paying cash for I the pivlng of the street Intersections on Ffrond and Third South streets he I proposed that the municipality go in debt for at least l a portion of It1 and let I the succeeding not incur any indebtedness for paving The issue he said was squarely l whether the city I could do the new paving and the repairs re-pairs or not If those improvements were to be made SVj mills was the lowest possible levy that could be made Seven and a half mills meant abandoning street Improvements It vas his opinion however that the people peo-ple not only wanted the improvements made but were clamoring for them lie then presented an estimate from Auditor Reiser of the expenses of the r city necessary to be raised for taxation taxa-tion for the fiscal year ending Decem ber 31 1301 It
