Show PiPE lINES f nELAYED Rfioran Cannot Complete Work by September 1st r I HE MAKES AN EXPLANATION r 1 I 1 Mr Moran Says that as the Contract for the Work was Not Finally Approved r proved Until Eighteen Days After He Had Submitted His Bid He is I I Entitled to this Extra Time Asserts a As-serts that He Will Complete Work 11 by September 18th Trouble Over I I Manufacture of Pipe Va k City Engineer Kclsey and the Board I I of Public Works have called the attention I atten-tion of P J Moran to the fact that his h-is not proceeding as rapidly i as Is desired 1 de-sired with the laying of water malno for which he has the contract Under the terms of this instrument Mr Moran r was to have the additional mains completed i com-pleted by September 1st but that they will not be completed by that date is at now a foregone conclusion r Mr Moran when asked in regard to the matter last evening said that he h could not complete the work by September Sep-tember 1st but that lit would have It 1 ii completed by September ith unless some unlookedfor obstacle arose lie I also tales the ground that he Is entitled III en-titled to the extra eighteen days by reason of the fact that the contract I was not finally approved by the Mayor and City Council until May 23rd eighteen days after the bid was submitted I sub-mitted and the contract awarded by the Board of Public Works Mr Moran also explains that the United States Pipe and Foundry company I com-pany has considerable tr uble In i molding the ppc in view of the fact that much of it Is heavier than p standard although at the time of the making of the bid the companys agent I agreed to have the pipe all here by I September 1st Some months ago Mr Moran further said the company endeavored to secure se-cure from the City Engineer permission I to allow a variation of 3 per cent In the G weights of the pipe explaining that 3 the order for the IClnch pipe could be z filled out of stock it this was done but that the Engineer refused as It would 1 he a serious deviation from the specifications fications The big pipe Is being made at Bessemer I Besse-mer Ala and the smaller sizes at t Chattanooga Tcnn and eight carloads i of the lajjgo pipe are now en route to the city The first of the eight cars i will reach here tonight having been on the road since July 10th Mr Moran has 5000 feet of excavation ready for the large pipe and will begin iaySnp It as soon as it arrives This pipe Moran says must be laid first I and that Is the reason given by him for not proceeding with the laying of the i smaller pipe some of which ha already been received Under the terms of the contract Mr Moran is required to pay the city 25 per day after September 1st for each day thereafter that the work is not completed but ho in turn Is indemnified I by the pipe company |
