Show r A NEW CITY APPORTIONMENT The new census emphasizes the old and wellknown fact that the division df this city Into municipal wurds Ifc grossly unjust Tinder a representative i representa-tive government the population should Cjrjjave equal weight in the control of public affairs But this wholesome general < ruleI IF conspicuously violated in tho representation of this citys population pop-ulation the City Council Each municipal mu-nicipal ward elects three Councllmen Che constituencies that these three represent rep-resent being divided as follows Ward Population First municipal ward 12372 Second municipal ward 1IS51 Third municipal ward 10KVJ Fourth I municipal ward 7MI 1 I 111 JIUIICIIHI VkillU oll Total of city 53f ci That Is a citizen of the Fourth municipal mu-nicipal ward has more than double the power in the Council that a citizen of the Second municipal ward has I needs no argument to show the ifnfalr ness of this and other Inequalities arc only less glaring than the Instance given gfen 1 The City Council should prior to the next municipal election and the qooncr the better Correct these Inequalities which ijave so long existed and thereby there-by place all the people the city on a substantial equality a respects their power in fclty affairs This can be done without difficulty as the census of last June was taken and returned by election districts and affords a workable unit for arriving at a close division of the population for represc tatlve purposes The following Is that 010Winl I 1 return population PRESENT FIRST WARD Ponuln Populn District no municipal ward would vary In population from I the avcraju ratio more than 713 In the Third the other variations being 322 I in the Flit 316 in 1 the Second 100 In je the Fourth and 3S7 in tho Washington and do not affect the general results That there Is an urgent need of amore a-more equitable division of the people in the Council representation Is evident 1 evi-dent on the face of the showing how the proposed would size and lineup line-up But how would this apportionment affect the Board of Education I would not necessarily affect It at all i Tho members by common consent could serve out the terms to which they were elected Juat as they arc But should a rigorous rule be enforced en-forced adversely to that proposition this outlined apportionment would affect af-fect the Board about as little as any that could be made The members In the First and Second municipal wards would not be affected they would still bo in the First and Second municipal muni-cipal wards respectively Mr Newman would be alone in the new Third Messrs Moyle and Young would be In the Fourth and Messrs Nelden Gco ghegan and Bamberger would be In the new Fifth Which should retire if cither would bato determine and anew a-new member would need to be elected In the proposed Third These changes would be slight even if enforced but as we said above we do not see any need of disturbing the members of the board at all That body In n year or two would be properly and practically adjusted anyway and In the meanwhile mean-while I there would be no occasion to complain |
